2.0  Users and Usages

2.1 Definitions of User Classifications
Parties requesting to use the facilities at WTCC will fall into four classifications including:  members, regular attendees, non-members, and organizations.  Some requests may come from groups or individuals that may fall into more than one of these classifications.  Definitions for these user classifications include:

  • A member of WTCC has accepted Jesus Christ as their Lord and Savior, submitted to baptism by immersion and placed themselves under the Eldership of WTCC.
  • A regular-attendee is someone who attends WTCC on Sunday mornings at least on a bi-weekly basis.
  • A non-member is anyone who does not attend WTCC on a regular basis and who is not affiliated with an organization.
  • An organization is any non-profit or for-profit group.
2.2 Usage Requests
Potential users of WTCC facilities must complete an application that can be obtained from the church office staff.  The completed application must be returned to the office staff.  Review and approval of the application is subject to the following:
  • The facility may be reserved up to one year in advance.
  • The facility must be reserved at least two weeks in advance.
  • The ministries of the congregation have first priority when it comes to all facilities.  The staff may reschedule or remove your reservation with one month's notice.
  • Review by the Facilities Management Minister.
  • Approval, denial or referral to the Joint Board by the Facilities Management Minister.
  • Long term use of the facilities or use to sell merchandise/services must be approved by the Joint Board.
  • Approved applications must be scheduled on the church calendar by the office staff.
2.3 Evaluation of Requests
Evaluation of requests to use WTCC facilities must take into consideration the following:
  • Facility usage must never violate or conflict with the Scriptures.
  • How much does the usage meet the needs of others inside and outside the church"
  • How much will the community benefit as a whole?
  • How much does the usage promote development of Christian character and morals?
  • How much wear and tear will the usage inflict on the facility?
  • Is it a one time, limited or long term use/
  • Is the request from a member, regular attendee, non-member or organization?
  • Will the usage involve sale of merchandise or services on church property?

Note:  General guidance from the Joint Board on use of the facilities gives priority to members/regular attendees and frowns upon sale of merchandise or services on church property unless proceeds from the sale directly support a ministry of the church.

2.4 Keys

  • A Key may be assigned to a member and occasionally to a regular attendee.  Keys will only be issued to non-members or organizations that have long term agreements to use the WTCC facilities.  Keys issued to an organization must be issued to a specific individual(s) associated  with the organization.
  • Keys will allow access only to areas necessary to conduct a specific ministry or for the requested use.
  • The key remains the property of WTCC and is only issued on a loan basis.  Keys must be returned to WTCC when there is no longer a need for the key.
  • In cases where keys are not issued, there will be a trained host who is a member of WTCC to oversee the use of the facility along with unlocking and locking of the building.
2.5 Fees
  • Members and regular attendees will not be charged a fee for short-term use as long as the use is for a non-profit organization.
  • Members and regular attendees may be charged a fee for long-term use and use by for-profit organizations.
  • Non-members will be charged a fee for scheduled use of the facilities.
  • The Facilities Management Minister will recommend a fee in situations where there will be long-term use or use by a for-profit organization.  The fee for long-term use agreements must be approved  by the Joint Board.
